RxNorm is a target standard for “meaningful use” of electronic health records in the US, as indicated in regulations issued in July 2010 – see http://www.hhs.gov/news/press/2010pres/07/20100713a.html. `RxNorm` is essentially complete for prescription medications available in the US.
